Ridding a bed of an old root system

I bought my house in October. I've been working on improving the landscaping as it's a bit of a mess.

Anyway, there is a bed in the front of the house from which I removed two small (~10ft) pine trees. I've planted three small boxwoods in the bed so far, but, for the most part, the bed is riddled with the leftover root systems of the trees, as pines go shallow and wide.

Will it suffice to simply till the whole bed to just break up the roots so they just eventually decay, or should I dig up the top layer of soil to remove them completely? I was figuring on adding a layer of new top soil anyway, as I don't think the beds here have received much care for a while (the house was empty for the greater part of a year).
