I have an area about 13' deep from the road edge, 10' of which is a water utility easement. The rest of the front yard is already planned/done and want to continue the style throughout. The garden is formal with red block edged beds and gravel paths throughout (pics linked). All the plants are edible and evergreen; and I have a list of choices ranging from low growing mats to medium-large trees. The only things I've figured out are that I'd like a black metal fence (probably set back to avoid the easement) and an arbor (for roses) over the front walk. Issues: easement, water meter cover (see pics), need an area along the street to step out of cars, no grass (don't like lawn care).
TL;DR : need advice about how to plant a 10' easement strip between a fence and street (with street parking).
